The Facility Requirements
The entire lot shall be razed except for preserving the madrona tree.
A new, two-story structure will be constructed on the 15,000 square foot lot that must not have a footprint greater than 7,500 square feet. The structure must have setbacks of 10 feet from the property line. The parking must also have a setback of 10 feet from the property line. The structure will be roughly 8,000 square feet.
Aesthetics and architectural beauty shall be taken into account.
A courtyard shall be included in the facility.
The structure shall act as a barrier partially around the perimeter instead of having a fence completely around the complex. The remainder of the perimeter (excluding the parking lot) of the facility shall be enclosed by a 6-foot high, non-transparent fence (wood is acceptable).
An area for a small playground shall be included.
A parking lot shall be included along the alley on the east side of the property. Street improvements will be made on 27th Street providing a sidewalk and additional public parking for the neighborhood.
The east alley and parking lot shall be concrete or blacktop.
The new structure shall consist of 8 units, plus a live-in resident manager's unit.
A state-of-the-art security system for the entire facility with CCTV feeds into the resident manager's office is required. The hallways, parking lot, and other common areas shall be monitored. The common hallways shall lead to either alarmed emergency exits, or to the main entrance.
The main entrance shall have a heated lobby/waiting room with chairs.
Assess to the courtyard shall be controlled with no access being allowed at night.
The resident manager will have a one-bedroom unit plus an office at the only (non-emergency) entry and exit point for the entire facility. All other emergency exits will have alarms.
A small handicap accessible bathroom shall be included on the first floor.
All 4 first floor units shall be handicap accessible (Type A).
There shall be a small, heated entryway/waiting room at the entrance. This waiting room will allow safe late-night arrivals by including a service window into the office of the resident manager (like some motels have set up for handling late-night arrivals safely). This service window shall be made of laminated safety glass, Lexan, or a bulletproof material. A bulletproof material would be ideal, but is not required.
There shall be a residential fire sprinkler system incorporated into the structure. The alarms of this system shall be accessible and interfaced to the main security system of the facility.
All units (except the 2-bedroom and resident manager's units) shall have hotel doors connecting adjacent units to maximize the flexibility of the facility.
All public access locks will be similar to the ones used in modern hotels (i.e., programmable locks for the units with keycard entry). This will include locks at the main entrance, each unit, and the courtyard. All hotel doors between the units will have a deadbolt with one master key. The key shall be required to unlock the door in either direction.
Each non-handicap accessible unit shall contain a bathtub. A reasonable size tub in each unit would probably be worth the money.
Each unit shall contain a small kitchen with a dishwasher and a kitchen sink disposal.

- [≈ 100 square feet] A second office near the first used by the other employee for case work.
- [≈ 350 square feet] A library/meeting room/computer room/TV room near both offices. This room will only be open when it is actively monitored by staff.
- [≈ 75 square feet] A laundry room near both offices. This room will only be open when it is actively monitored by staff.
- [≈ 700 square feet each] 2 two-bedroom units. Each bedroom shall contain 2 double beds. The main living space shall contain a double or queen rollaway couch.
- [≈ 550 square feet each] 2 one-bedroom units. The bedroom shall contain 2 double beds. The main living space shall contain a double or queen rollaway couch.
- [≈ 400 square feet each] 4 studio units. Each unit shall contain 2 double beds.
